- No electrical installation work, including additions, alterations, repairs and adjustments to existing installations, except such replacement of lamps, fans, fuses, switches, domestic appliances of voltage not exceeding 250V and fittings as in no way alters its capacity or character, shall be carried out upon the premises of or on behalf of any consumer, supplier, owner or occupier for the purpose of supply to such consumer, supplier, owner or occupier except by an electrical contractor licensed in this behalf by the State Government and under the direct supervision of a person holding a certificate of competency and by a person holding a permit issued or recognized by the State Government.
- No electrical installation work which has been carried out in contravention of above (1) shall be energized or connected to the works of any supplier.
- The electrical installations shall also comply the relevant provisions of National Building Code.
- For installations having installed capacity above 500 KVA, the single line diagram indicating various protections, change over switches and apparatus is to be got approved from the Chief Electrical Inspector before commencement of the work. A copy of the building plan indicating the location of Transformer, Generator, HT& LT Protection, earth pits and size of earth strips, spacing between the apparatus is also required to be submitted by the owner while seeking approval of Single Line Diagram. Approval of the single line diagram/schemes of electrical installations is issued by the Chief Electrical Inspector after detailed scrutiny of the same and relevant drawings.
- Notice of commencement of electrical installation work shall be given in writing by the licensed contractor to the Electrical Inspector within 48 hours of the commencement of such work.
- On completion of the electrical installation work in all respects and testing of the installations, the electrical contractor shall issue ‘Completion and Test Report’ in the prescribed forms.
- The owner of the installation or authorized representative shall submit an application for inspection of his installation to the supplier in case of LV & MV installations and to the Electrical Inspector in case of HV& EHV installations in the form A-1, B-1, A-2 or B-2 alongwith following documents:-
- ‘Completion and Test Report’ issued by the licensed Electrical Contractor.
- Copies of Manufacturer’s Test Certificate and invoice of the electrical apparatus / cable or supply line. The installations which are found to be conforming to the relevant provisions of Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2010 are accorded approval for energisation by the Electrical Inspector.
- NOC from Fire Department/Test Certificate of the Fire Extinguishers.
- Copies of statutory clearances /approval from Authorities i.e. Forest Department/Railways/ Defence (AHQ)/ Civil Aviation/ PTCC/National Highways/ HERC/State Govt./Power Utilities/CEI/other authorities of State/Central Government regarding generation/transmission/distribution/consumption of electrical energy.
- Treasury challan of inspection fees as per schedule.
- Undertaking of the owner that he shall maintain and operate the installations in a condition free from danger and as recommended by the manufacturer and/or by the relevant Code of Practice of the Bureau of Indian Standards and/ or by the Electrical Inspector.
- The owner of the installation shall arrange for site tests of electrical apparatus, cable or supply line as per relevant code of practice of the Bureau of Indian Standards and the records of all tests, trappings maintenance works and repairs of all equipments shall be kept in such a way that these records can be compared with earlier ones.
- The Licensed Electrical Contractor/Electrical Supervisor holding Competency Certificate who executed the installation work shall remain present with tools and instruments at the time of inspection by the Electrical Inspector and arrange for carrying out all the routine tests of the apparatus /cable/line or any additional tests which may require to be carried out.
- The installations which are found to be conforming to the relevant provisions of Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2010 are accorded approval for energisation by the Electrical Inspector.
